Looking for some advice/help

So my computer auto-updated to the windows ten creators update about a month ago i think, I cant get it to revert to an old version and have been unable to find a solution to make it work with my drawing program , Photoshop elements 2013 (Also has messed up pen pressure in chicken paint/ Oekaki)
-> Problems
Photoshop elements 13 will not even draw lines, it has issues with the scroll bars and only creates dots when tapping repeatedly (no pen pressure/ line variation or even the ability to draw (There are no updates available)
Windows doesn't give me an easy return to old version option so I'm not sure if i can revert back

New Drawing program suggestions
Possible solutions for returning to an older version of window or to get Photoshop to work.
If anybody is interested in helping i can try to give better descriptions and things
